In November 2013 Satu Hassi commissioned a paper from Rachel Tansey about reducing the lobbying power and undue influence of the fossil industry in climate policy making. The briefing and report produced introduce and examine the precedent in the UN World Health Organisation’s framework convention on tobacco control (WHO FCTC), Article 5.3 of which requires governments and international bodies to protect their policy making from industry influence, and makes a case of its relevance also in climate policy making.
